Understanding Germany #7: Bureaucracy

-I'm supposed to hand in this form here.
-I can't take this, you haven't registered
-Um, ok, and where do I register?
-You register with me.
The bureaucracy in Germany is, of course, the stuff of legend, but what really amazes me is how they deal with it. In other countries with horrendous bureaucracy, for example Russia, they very logically simply selectively ignore the law, otherwise nothing would ever get done. But in Germany everybody is just so honest about it.
The person this situation happened to is a lovely woman named Ruth Biermeier, who I unfortunately lost contact with some years ago.
